ทำไมไม่ควรข้าม 3G ไป 4G

คลื่น 2100 MHz เอาไปทำอะไรได้บ้าง คลื่นย่าน 2100 MHz Band1 (Downlink 2110 – 2170 MHz และ Uplink 1920 – 1980 MHz) ที่ประมูลกันในประเทศไทยในนี้ ตามที่ ITU กำหนดมานั้นมีไว้ให้บริการสำหรับการโทรคมนาคมระบบ WCDMA รวมถึง LTE ด้วยครับ ทั้งนี้มีประเทศที่ใช้คลื่นย่าน 2100 MHz เดียวกันนี้ติดตั้ง 4G LTE คือญี่ปุ่นครับ และที่สำคัญ iPhone 5 รุ่นที่จำหน่ายนอกสหรัฐฯ ก็รองรับคลื่นย่านนี้ในระบบ LTE ด้วยเหมือนกัน และสำหรับเงื่อนไขใบอนุญาตที่ระบุไว้ในข้อกำหนดการประมูลของ กสทช. ดังนี้ ข้อ ๑๕ ขอบเขตการอนุญาต ผู้รับใบอนุญาตมีสิทธิให้บริการโทรคมนาคมในลักษณะของการให้บริการโครงข่ายโทรคมนาคม เพื่อให้เช่าใช้และเพื่อให้บริการโทรคมนาคม (Network Provider and Service Provider) และการให้บริการสิ่งอำนวยความสะดวกด้านโทรคมนาคม (Telecommunications Facility) โดยมีขอบเขตในการประกอบกิจการโทรคมนาคมดังกล่าวทั่วราชอาณาจักรไทย ทั้งนี้ กิจการโทรคมนาคมที่ได้รับอนุญาต ให้รวมถึงลักษณะและประเภทของบริการ ดังนี้ (๑) บริการโครงข่ายโทรคมนาคมไร้สาย (๒) บริการโทรคมนาคม ดังนี้ (๒.๑) บริการโทรศัพท์เคลื่อนที่ (๒.๒) บริการพหุสื่อความเร็วสูง (Public Broadband Multimedia Service) (๒.๓) บริการมูลค่าเพิ่ม (Value-added Service) ของบริการโทรคมนาคมที่ได้รับอนุญาต (๒.๔) บริการขายส่งบริการ สำหรับบริการในข้อ (๒.๑) (๒.๒) และ (๒.๓) (๓) บริการสิ่งอำนวยความสะดวกด้านโทรคมนาคม (Telecommunications Facility) ในกรณีที่ผู้รับใบอนุญาตประสงค์จะประกอบกิจการกระจายเสียง หรือกิจการโทรทัศน์ จะต้องปฏิบัติตามกฎหมายว่าด้วยการประกอบกิจการกระจายเสียง และกิจการโทรทัศน์ และกฎหมายอื่นที่เกี่ยวข้อง จะสังเกตว่าในขอบเขตใบอนุญาต ไม่ได้มีการระบุเทคโนโลยีการให้บริการใดๆ ทั้งสิ้น หมายความว่า ถ้าผู้ให้บริการรายใดพิจารณาแล้วว่าเหมาะสม ก็สามารถแบ่งคลื่น 2100 ที่ประมูลได้บางส่วน (หรือทั้งหมด) ไปทำ LTE ด้วยก็ได้ครับ แล้วทำไมไม่ติดตั้ง 4G ไปเลย? ใช่ว่าของใหม่ทุกอย่างจะดีกว่าของเก่านะครับ คือระบบ 4G LTE เนี่ย เนื่องจากมันเปลี่ยนระบบจาก 2G/3G ไปเกือบหมดเลย ทำให้มีปัญหาตัวใหญ่สุดคือ “มันยังโทรออกผ่าน LTE ตรงๆ ได้ไม่สมบูรณ์” มีใครอยากได้มือถือมาเล่นเน็ตอย่างเดียวไม่โทรออกบ้างมั้ยครับ (มีแหละ แต่คงไม่เยอะขนาดนั้นหรอก) หมายความว่าถ้าผู้ให้บริการติดตั้ง LTE อย่างเดียว การโทรออกทั้งหมดก็ต้องโรมมิ่งกลับไปยังเครือข่าย 2G ที่กำลังจะหมดสัญญาสัมปทาน และต้องโอนคลื่นความถี่พร้อมทรัพย์สินคืนไปให้ผู้ให้สัมปทาน แล้วจะประมูลคลื่นไปทำไม? และพอ 2G หมดสัญญาสัมปทานแล้วอะไรจะเกิดขึ้นบ้างก็ยังไม่ชัดเจนเท่าไหร่ด้วย (แต่เดี๋ยวพอทรูมูฟหมดสัญญาสัมปทานปีหน้าแล้วก็รู้กัน)สาเหตุสำคัญอีกประการคือ นอกจากไอโฟนห้าแล้ว ทุกวันนี้มือถือที่รองรับ LTE ยังมีในตลาดไม่กี่สิบรุ่นเท่านั้น แถมราคาก็ยังคงอยู่ในระดับเดียวกันกับไอโฟนนั่นแหละครับ คนที่มีกำลังทรัพย์พอจะใช้ได้ก็คงเป็นคนในกรุงอย่างเดียว สรุปแล้วคือ… ไม่มีประโยชน์ที่จะข้ามไปติดตั้ง LTE เพียวๆ โดยไม่ลงทุนติดตั้งระบบ 3G WCDMA ครับ แต่ถ้าติดตั้งปนกันไปเลยบางพื้นที่ก็เป็นไปได้ (เช่นในห้าง) ติดตั้ง 3G 1-2 ช่องสัญญาณ แล้วเอา LTE มาช่วยลดภาระการใช้งานช่องสัญญาณอินเทอร์เน็ตในช่องที่เหลือ แบบนี้ก็จะทำให้ใช้งานช่องสัญญาณได้เกิดประสิทธิภาพมากขึ้นกว่าเดิมเยอะครับ ทำไม LTE โทรออกไม่ได้? อันที่จริงจะบอกว่าโทรไม่ได้ก็ไม่เชิงนะครับ แต่เนื่องจาก LTE เนี่ย เป็น IP-Based network คือมันเป็นโครงข่ายอินเทอร์เน็ตไร้สายระยะไกลเต็มรูปแบบเลย คือตั้งแต่มือถือจับสัญญาณได้ ก็ได้ IP แล้ว ไม่ต้องเชื่อมต่ออินเทอร์เน็ตแยก แล้วโยนระบบ circuit switch ที่ใช้เป็นช่องสัญญาณสำหรับการคุยกันด้วยเสียงทิ้งไป ทำให้บริการแบบเดิมๆ ที่อิงกับระบบ circuit switch คือ โทรศัพท์ผ่านระบบมือถือ หรือแม้กระทั่ง SMS ใช้การไม่ได้โดยสิ้นเชิง ต้องเปลี่ยนโครงสร้างระบบใหม่ทั้งหมด เป็นการโทรผ่านอินเทอร์เน็ตแทน (นึกภาพเหมือนเราต่อ WiFi โดยไม่มีสัญญาณมือถือได้ครับ ลักษณะเดียวกัน) ปัญหาที่สองคือ แล้วเราจะอ้างอิงเบอร์ได้ยังไงในเมื่ออยู่บน internet มันไม่มีเบอร์โทรศัพท์ (มีแต่หมายเลข IP) ปัญหาที่สาม (ถ้าเกิดโทรได้) ถ้าโทรๆ อยู่สัญญาณ LTE หาย ต้อง switch กลับไปหา 2G/3G จะทำไงให้คุยได้ต่อเนื่อง ปัญหาที่ว่ามานี้ ทางออกกำลังอยู่ระหว่างการพัฒนาครับ โดยใช้เทคโนโลยีชื่อว่า VoLTE (Voice over LTE) ซึ่งมันใหม่กว่า LTE ปกติอีก และอุปกรณ์ที่รองรับก็มีน้อยมากๆ เข้าไปอีกครับ (เท่าที่ตรวจสอบมาได้มี Samsung Galaxy SIII และ LG Optimus II รุ่นพิเศษที่วางขายในเกาหลีเท่านั้น)
